TIME COMMITMENT :Full-time (40+ hours/ week) Occasional travel, some weekend and evening work

CCDSD was founded in 1919 by the Catholic Church to serve those in need, witness the scriptural values of mercy and justice mandated in the gospels by Jesus Christ, be the Good Samaritan, and advocate for the poor, the vulnerable, and the marginalized within San Diego and Imperial counties. For over 100 years, Catholic Charities has evolved while staying true to this original mandate.

CCDSD responds to community needs through its core focus areas: Community Services, Homeless Services, Refugee and Immigrant services. CCDSD operates 29 programs and has over 200 employees we value as team members.

POSITION DESCRIPTION : The Chief People Officer (CPO) is responsible for leading the development and implementation of the organizations human resources strategy, learning and workforce culture, policies, and practices to support the mission and goals of the organization. The CPO, with their team, will utilize a human-centered approach to enhance the overall employee experience from position candidacy through transitions from CCDSD. The CPO will guide the following efforts: employee experience and engagement, workforce management, compensation and benefits, HR systems and technology, learning and staff development, compliance and risk management, change management, organizational development, and crisis management. Reporting directly to the CEO, the CPO is a member of CCDSDs Executive Team, which sets the strategy for overall organizational success. The CPO consults and works with executive management, middle management, and all employees, which is key to creating and maintaining an effective organizational work environment. The breakdown of work includes:

HR Leadership :

  • Develop and implement HR strategies that align with the organizations mission, values, and goals
  • Develop and execute talent acquisition plans to identify and attract top talent
  • Develop and manage HR budgets, including compensation and benefits programs, ensuring that CCDSD is offering competitive packages to attract and retain top talent
  • Develop and implement performance management processes and programs to ensure that employees are engaged, productive, and meeting the expectations of CCDSD

Executive Leadership Team Collaboration :

  • Work closely with the executive leadership team to develop and implement HR strategies that support the overall mission and goals of the organization
  • Represent HR and talent acquisition on the executive leadership team, ensuring that HR perspectives are considered in all decisions and initiatives
  • Collaborate with other members of the executive leadership team to identify staffing needs, develop job descriptions, and create effective recruitment strategies to attract top talent
  • Foster strong working relationships with all members of the executive leadership team to ensure effective communication and alignment of HR initiatives with the broader goals of the organization.

Talent Acquisition :

  • Identify staffing needs and develop job descriptions to attract top talent
  • Lead recruitment efforts, including identifying and cultivating candidate pools
  • Oversee onboarding and training processes to ensure new employees have a successful start
  • Create and implement employee retention strategies to attract and retain high-performing employees
  • Develop and implement metrics to measure and track talent acquisition efforts
  • Develop and implement programs that support a culture of inclusion
  • Provide training and education for all employees on topics of inclusivity

Human Resource Leadership :

  • Develop and implement a comprehensive human resources strategy, policies, and practices to support the mission and goals of the organization
  • Partner with senior leaders to identify and address key HR challenges and opportunities
  • Lead the HR team to ensure effective and efficient HR operations
  • Develop and manage the HR budget
  • Provide regular reports to the board on HR-related matters

Employee Relations and Management :

  • Handle employee grievances and conflicts and ensure compliance with applicable employment laws and regulations
  • Develop and implement effective performance management processes that support a culture of continuous improvement and high performance
  • Develop and implement strategies and programs to support employee development, growth, and career advancement
  • Manage the compensation and benefits programs to ensure they are competitive, fair, and align with the organizations values and goals
  • Develop and implement effective employee communication strategies

Employment Regulation Leadership :

  • Stay up to date on federal, state, and local employment laws, regulations, and compliance requirements and ensure that the organization is adhering to all employment laws
  • Ensure that all HR policies, procedures, and practices are compliant with relevant employment laws and regulations
  • Ensure that the organizations employee handbook is up-to-date and that all employees are aware of the policies and procedures

Learning and Employee Development :

  • Develops and implements a holistic learning strategy that addresses current and future workforce needs, including identifying critical skills gaps and aligning learning initiatives with organizational objectives
  • Conducts thorough needs assessments to understand employee development requirements across the organization
  • Designs, develops and delivers engaging learning programs utilizing a variety of modalities, including online courses, in-person training, blended learning, and micro-learning experiences
  • Oversees the development and execution of leadership development programs, including succession planning initiatives, to cultivate high-potential talent within the organization
  • Fosters a culture of continuous learning by promoting employee self-directed learning, knowledge sharing, and internal mentorship programs

Culture and Change Management :

  • Lead the strategy, design, and organization-wide execution of embedding CCDSDs values into every step in the employee lifecycle and aligning to a broader talent strategy, workplace efforts, and culture initiatives
  • Consult with the executive team and department leaders to support strategic efforts
  • Conduct comprehensive organizational assessments to pinpoint opportunities for growth across culture, attitudes, and behaviors
  • Conduct regular risk assessments to ensure the safety and welfare of staff and clients

Qualifications :

  • Bachelors degree in human resources, Business Administration, or related field
  • 15+ years of progressive leadership experience in human resources, preferably in a nonprofit organization
  • Strong understanding of employment laws and regulations, compensation and benefits practices, and talent management strategies
  • Demonstrated experience in developing and implementing effective HR policies and programs that align with the organizations goals and values
  • Proven experience building an engaging organizational learning culture that elevates staff and teams at all levels of CCDSD
  • Excellent leadership and management skills, with experience leading and developing high-performing teams
  • Relationship-building and influencing skills
  • Formal and applied knowledge of organizational design, change management principles, and strategies for enhancing organizational effectiveness
  • Crisis management and risk assessment skills
  • Ability to multi-task, meet multiple conflicting deadlines, and maintain a mission-oriented perspective
  • Strong communication and interpersonal skills, with the ability to effectively communicate HR-related information to non-HR stakeholders
  • Commitment to inclusive work environments
  • Passion for the mission and work of CCDSD, and must embrace the social justice mission of CCDSD
  • Excellent communication skills and executive presence
  • Must be sensitive to cultural differences within the agency and community
  • Must be willing to travel to various locations within the San Diego and Imperial County.

Certificates, Licenses, And Registrations : Valid California Drivers License and current automobile insurance in compliance with Agency requirements. This position is subject to background checks including FBI, Department of Justice, and those required by Federal contracts.
