Background:
The mission of the ARS Preparatory Course is to train, mentor and coach prospective candidates in basic physical and mental skills; culminating in higher preparedness in the next level of training, and ultimately serve the fleet as Navy Aviation Rescue Swimmers. For the past few decades, active duty Navy Sailors (ARSS instructors), have conducted an on and off preparatory program for students within the training pipeline for ARSS. As part of the effort to support and sustain our mission, the Navy Aviation Schools Command
(NASC) is looking to industry expertise in order to implement a permanent innovative ARSS Preparatory
Course program and provide the instructors/staff services to prepare/train candidates for the next level of training at the ARSS.

Job Summary project management, materials, and support for each of the four (4) elements outlined below. All training and materials developed under this contract shall become property of NASC: o Element I (Examine/Fact-Finding Stage), examine current training provided to students, PWS, RFQ attachments, and regulations/policies listed above in order to gather information and submit an Initial
Developmental Curriculum. o Element II (Provide Instructors/Planning Stage) The instructors to be able to perform at the onset of the contract in order to execute the current Navy curriculum while/until the contractor develops the final draft curriculum and final curriculum are being refined/completed; o Element III (Planning Stage), Draft Curriculum: Due 120 calendar days after Notice o Element IV (Implementation/Approval), the instructor shall implement the Final Approved Preparatory course/curriculum. Final Curriculum: Due 10 business days after receipt of ARSS review and comments on draft deliverable o Location: VA West LA Campus at 11301 Wilshire Blvd., Los Angeles, CA 90073 o Period of Performance: Period of Performance: The period of performance shall be for one (1) 12-Month
Base Period with four (4) 12-month option periods. o Hours of Operation: The Contractor is responsible for conducting business, between the hours of 7:30 am to 4:30 pm (6:00 am to 3:00 pm during the months of April 15th through October 15th), Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Hours may fluctuate throughout the year to accommodate seasonal weather or when directed by NASC.

Candidates Requirements:

Must be either a U.S. citizen or a U.S. permanent resident with a minimum of 3 years of legal residency in the U.S. (as required by the Deputy Secretary of Defense DTM 08-006 or its subsequent DoD Instruction
(INST))
Must have a favorably completed NACI or T1 investigation equivalent including a FBI fingerprint check prior to installation access.

Must have a Security Clearance. State Current level of security clearance and status (final, interim, or pending).

Candidate Required Qualifications o Completion of a Navy Instructor Training Course (NITC) or a comparable military instructor course. o If no instructing in the past five (5) years, complete NAVEDTRA 14300B Navy Instructional Theory
(Navy eLearning or acceptable equivalent). o Familiarity with safety policies established by the OSHA, and contained in Navy directives. o Current American Red Cross Lifeguard Certification. o Contract Instructors are screened IAW NETCINST 1500.13. The screening process for Candidate serving as high-risk instructors must be renewed every 3 years and during contract re-compete or renewal, and shall include:
