General Summary Responsible for the development, implementation, and maintenance of a comprehensive data governance framework encompassing processes that pertain to the sourcing, management and consumption of data across all departments within the UMMC’s Office of Health Analytics and Informatics (OHAI). Expected to collaborate with Data & Analytics, Service Lines, Information Technology, the Office of the Chief Clinical Officer, Faculty Practice Group (FPI), Quality & Safety, Corporate Offices, and other key stakeholder groups to optimize data collection, aggregation, analysis, and utilization to improve quality of care, operational processes, and financial outcomes. Will lead the data and analytic needs of UMMC across both campuses, the FPI and University of Maryland School of Medicine. OHAI’s offerings include clinical, financial, and quality reporting and analytics, on-demand reporting, self-service reporting, advanced analytics through Big Data solutions and platforms, data extracts, data governance, data integration, data management, data architecture, application integration, and web service integration. Principal Responsibilities and Tasks The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified. Develop, implement, and manage a data governance framework operationalizing a strategic, structured, and coordinated program to enhance the organization’s ability to manage relevant data assets with a focus on quality and financial optimization and adherence to regulatory and compliance data requirements. Oversee the development of data policies and protocols in relation to areas such as data quality assurance, data access and utilization, and data life cycle management. Oversee the integrity, usability, analysis and security of all data assets at the University of Maryland Medical Center in coordination with UMMS, FPI, and UMSOM. Maintain an inventory of all data sources supplied to any member of the UMMC, UMSOM, and FPI staff, which includes identification of source, owner, included metrics, metric definitions, interval of distribution and identification of end-users utilizing an end-to-end data lifecycle management approach. Responsible for the execution, implementation, and oversight of the organization’s strategic data goals. Facilitate the development and implementation of data quality standards and data protection standards. Identify opportunities pertaining to the use of information assets to achieve efficiency and effectiveness and represent data as a strategic asset. Meet with users to determine data needs, ensure users understand data to develop project plans that will meet organizational objectives. Collaborate with Data Analysts and IT to ensure data alignment, quality, and availability. Anticipate the needs of internal and external customers and exceed the expectations of our patients and others that we serve. Serve as a member of cross-functional teams to achieve goals of BI (and broader Data & Analytics) projects, including work plans, system design, and testing of solutions. Create data transparency by ensuring all available data in the data ecosystem can be utilized by any service for improvement, subject to usage and access restrictions. Facilitate the identification, alignment, and synchronizing of data collection, analysis, and reporting. Identify and facilitate the implementation of best practices for the governance, aggregation, and utilization of data to drive operational and financial improvement. Provide oversight of data analysts/scientists and maintain awareness of issues with data collection, alignment, and integrity. Participate in EPIC functionality optimization and planning of new EPIC workflows, protocols, and processes to drive clinical quality improvements, efficiencies, and patient/physician experience at UMMC. Work with medical staff members to fully exploit EPIC capabilities and participate in system design, configuration, and training. Serve as the lead UMMC representative for setting system priorities for medical information systems and assist with the development of clinical information systems that help physicians and medical staff in the delivery of patient care and medical research. Develop an understanding of provider/clinical needs and build relationships with physicians to increase acceptance, adoption, and use of technology systems and tools. Represent the IT requirements of the clinical leadership and the physician community and advocate with hospital leadership and IT to prioritize medical information and system needs. In conjunction with IT, advise Leadership on the impact of regulatory and compliance requirements on information systems and tools and develop appropriate policies and practices. Communicate physician/medical staff needs to the IT project team and share project team progress with the physician community. Education and Experience Master’s Degree in Information Management, Data Science, Data Analytics, or a related field preferred. A minimum of 5 years relevant work experience in data quality management, information architecture, data analytics and informatics. Demonstrated experience in operationalizing data-based guidelines, policies, procedures and standards. Utilization of a data driven, process focused, outcome-oriented approach to clinical outcomes improvement. Prior experience with one or more of the following transaction systems (Epic, McKesson, Lawson or similar enterprise transaction systems in other industries) preferred. Knowledge, Skills and Abilities Understanding of data management technology, processes, and design principles. Knowledge of industry-leading data quality and data protection management practices. Knowledge of data-related government regulatory requirements. Experience in managing enterprise data assets in a large, complex healthcare organization. Ability to analyze complex problems and derive workable solutions. Flexibility to adjust to multiple demands, shifting priorities, and rapid change. Understanding of privacy laws and regulations. Good written and verbal communication. Strong relationship-building skills. Ability to operate within a diverse team. Possesses knowledge of user relations, data gathering techniques, and management information systems. Skilled in working with “real world” data including scrubbing, transformation, and imputation. Proven analytical skills: Able to analyze, compare, contrast, and validate work with keen attention to detail. Ability to perform data discovery, exploration and interpretation. Skilled in common data manipulation tasks such as reading CSV files, filtering contents, and producing output files in different formats. Ability to create, maintain and interrogate basic and relational databases from multiple sources including, but not limited to Quality, Clinical, Finance, Infection Control, Regulatory, etc. Demonstrated ability to develop database and interrogation projects with ongoing follow-up.
