We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.

The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.

We are seeking a skilled and experienced Organizational Change Manager to join our team!

Job Description:

As an OCM, you will provide expert level consultation and analysis to division management, internal staff, outside organizations, and customers regarding change management for complex business projects. Your positive leadership, fresh perspective, and support on agency system and process change initiatives will increase successful engagement and adoption. The work you accomplish will be critical as it will ensure that the agency can meet our project goals and will help leadership plan for long-term success.

You will develop and implement organizational change management plans to create engagement and readiness, minimize resistance, and ensure smooth transition to the change. As a part of a small team, you will develop, update, and maintain standardized tools and resources aligned with change management methodology best practices.

Core functions and outcomes of this OCM position include:

  • Supplement Organizational Change Management with communications including but not limited to talking points, WDVA Workday Wire Newsletter and other change management communication deliverables
  • Use OneWA subject matter knowledge and expertise to educate WDVA staff to increase understanding of the reason, need and benefits of change for the OneWA project
  • Collaborate with OneWA OCM workstream lead, project team, and WDVAs Organizational Change Manager assigned to the OneWA project.
  • Build teambuilding relationships with all areas of the agency including but not limited to attending WDVA Change Network meetings, sprint planning, stand ups, and retros.
  • Learn WDVA change management culture, provide impacts analysis updates, and make recommendations for actions to further develop effectiveness
  • Partner with the OneWA OCM Executive Sponsor, WDVAs Change Manager, agency OCM Workstream, and Project Manager to plan and implement project work
  • Develop and implement proactive communication recommendations and deliverables to increase understanding of the reason, need and benefits of change
  • Knowledge of agile processes including working in four-week sprints
  • Knowledge or willingness to learn Azure Dev Ops (ADO) (this is desirable)
  • Engage and leverage PROSCI methodology within OneWA project to measure and assess change readiness
  • Increase awareness and understanding of OFMs OneWA Agency Readiness process and recommendations to engage with staff to increase understanding of the reason, need and benefits of change
  • Attend OFM OneWA Community of Practices, if bandwidth allows, and communicate back to project team and agency
  • Provide updates to change management content on OneWA SharePoint Site
  • Partner with project members to increase Agency Workday Environment, AWE, utilization and future state development work
  • Coach project members on change management methodology and resistance management

Qualifications:

  • Eight (8) years of professional work experience in one or more of the following areas:
    • Communications, organizational change management, conducting research, conducting business analysis, and developing requirements, project management, leading business projects, managing business operations, business policy development, or developing and delivering training.
    • Up to four (4) years of relevant education* may substitute year for year for experience. Example: (Associates degree = 2 years Bachelors degree = 4 years)?
  • Relevant education will include major study in business administration, public administration, or a related field.

Experience Must Include:

  • Three (3) years of experience:
    • Conveying ideas and information orally and in writing, using clear language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience.
  • Two (2) years of the following experience:
    • Motivating and influencing others without direct authority, obtaining cooperation from other divisions and other government agencies.
    • Professional OCM practice applying organizational change management principles to an organization or large team.
    • Facilitating teams and meetings to direct key parts of work, encourage communication, listen actively, build rapport, structure & record facts, build synergy, and apply effective questioning techniques to coordinate and manage diverse thinking and perspective.
    • Preparing and delivering professional presentations or complete work products that are error free, thorough, and tailored to the audience.

Preferred Qualifications:

  • Experience facilitating and participating in meetings with executive leadership and varied group sizes, with a demonstrated ability to advocate for agency policies and support organizational change management efforts.
  • Practical experience applying organizational change management principles, managing projects, developing and delivering training, strategic planning, and integrating initiatives into organizational operations.
  • One (1) year of experience as a professional OCM practitioner.
  • Course work or experience with change management, project management, communications, adult learning theory and training, or leadership skills.
  • Certification from a recognized Prosci practitioner, Prosci train the trainer, or Certified CM Professional.
  • Experience using Microsoft Office applications beyond standard items, such as Teams, OneNote, Forms, Visio, Planner, and OneDrive.
