About the Indiana Department of Administration (IDOA): 

IDOA centrally manages activities relating to state purchasing, the vehicle fleet, state travel, real estate leases, property disposition, and the Government Center Campus, among others. In addition to agency support, the department provides assistance to minority, women, and veteran business enterprises interested in state contracting opportunities. Through its activities, IDOA helps to ensure the smooth function of state government, finding efficient and effective solutions to government-wide needs. 


Role Overview

This Procurement Analyst focuses on managing the procurement process for acquiring goods and services. You will impact agencies across the state. You will be a member of the Strategic Sourcing Team, reporting to the Director of Strategic Sourcing. This is a dynamic position with an impact across all state agencies. This is the least tenured position in Procurement so training will be required with a growth ladder in procurement and the agency. To be successful, you should be an effective communicator, be able to problem solve while preserving the vendor and agency relationship, and be able to determine what issues should be escalated.

 

Salary :

 

The salary for this position traditionally starts at $53,222 but may be commensurate with education or work experience.

A Day in the Life:

Responsibilities include:

  • Provide direction, guidance, and assistance to agency staff, vendors, and other stakeholders related to procurement.
  • Assist with problem resolution and contract administration.
  • Assist with communication between vendors, the agency, and employees.
  • Assist with maintaining vendor contacts to investigate discrepancies, exchange information, and resolve issues.
  • Troubleshoot problems related to procurement including system issues or discrepancies.
  • Provide input on solutions and suggestions for improving the administration and execution of contract management, procurement, and supplier performance.
  • Create and interpret complex quantitative and qualitative analyses, form hypotheses, synthesize conclusions, and assist in implementing change.

This position is exempt from overtime compensation for additional work hours that may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

The ideal candidate in this role should minimally have either 

  • an Associate’s Degree and 1+ years of experience in vendor/contract management, supplier performance, sourcing, procurement, or
  • a High School Diploma or High School Equivalent diploma and 3 + years of experience in vendor/contract management, supplier performance, sourcing, or procurement. 

 

Related certifications and coursework may be considered for education or experience.

  • Basic knowledge of the principles of complicated contract management and negotiation is required. 
  • Ability to assist with client relationship development, problem identification, analysis, and resolution, data-intensive analysis, negotiating contracts, and resolving conflicts.
  • Ability to assist with the drafting of complex contracts for commodities and services.
  • Familiarity with and/or knowledge of PeopleSoft E-Procurement or another ERP (Enterprise Resource Planning) Procurement and Financial system is preferred.
  • Basic knowledge of contract management principles to various commodities and services.
  • Able to perform essential functions with or without reasonable accommodation.

Supervisory Responsibilities/Direct Reports:

This role may be utilized in a supervisory capacity based on agency needs.
