Job Description and Duties

Under the general direction of the Staff Services Manager I, the Associate Personnel Analyst provides more responsible, varied, and complex technical, analytical, and consultative services in the performance of job analysis studies and the review, evaluation, planning, and development of the California Energy Commission's (CEC) examination activities.

Independently plan, develop, and administer the CEC’s examinations to establish eligibility lists for hiring. Consult with management on testing needs and modify exam plans and workload appropriately. Assist in developing and implementing examination planning by analyzing, developing, and recommending changes to various selection tools and coordinating exam administration with CalHR, as necessary. Prepares or conducts some of the more complex, technical, and sensitive examinations. This includes conducting question development sessions with Subject Matter Experts (SME) to ensure conformance with critical class requirements. Create 511B documents with SMEs to utilize for minimum qualification (MQ) checks of candidates. Review applications for education and/or experience requirements. Process withholds from eligibility lists and responds to State Personnel Board (SPB) MQ appeals filed by candidates.

Create and update job analysis reports. Create/write statements for each classification studied, following procedures outlined by CalHR, SPB, and the Federal Uniform Guidelines on Employee Selection Procedures. Conduct job analysis meetings with SMEs to obtain ratings. Facilitate meetings, keep participants focused, and ensure set timelines are met. Compile data for reports from surveys, SME meetings, and historical class spec information.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location

2) Ability to understand and report on data and metrics to identify areas of improvement or areas of success related to initiatives, strategies, and recruitment
3) Experience in interpreting and applying personnel laws, rules, regulations, standards, and procedures
4) Demonstrated ability to think critically, research and interpret data, and analyze and solve complex problems to recommend an effective course of action
5) Ability to adapt to rapid changes in priorities and work assignments while maintaining a high degree of accuracy and attention to detail
6) Good understanding of organizational and time management skills, including techniques for prioritizing multiple projects to ensure completion by established deadlines 7) Service-oriented with the ability to act independently with flexibility and tact
8) Strong written and verbal communication skills and the ability to clearly present complex information to meet the needs of the audience
9) Ability to develop and maintain effective and cooperative working relationships across all levels of staff
10) Knowledge of and experience with Microsoft Office applications (e.g., Word, Excel, Outlook), Adobe Acrobat
