We are seeking a Telecommunication Engineer to join our team in Rochester, NY or Binghamton, NY, to lead and work on various Telecommunication projects. The Telecommunications Engineer will support a number of telecommunications capital projects within the electric distribution and transmission business units in areas of utility digitization and automation of electric operations, Gas operations, Fossil Hydro Operations, Process and Technology, AMI, and Control & Automation Systems. Position is expected to be 3 days in office, hybrid work schedule. Responsibilities include developing both non-complex and complex telecommunications (LAN/WAN) projects, supporting capital project design and owner’s engineer scope of work, determining telecom criteria/requirements for capital and/or customer funded projects for T&D utility, project evaluation, feasibility and planning reviews, contract reviews (non-legal), monitoring construction progress, monitoring equipment and material compliance with specifications, engineering design and planning reviews, schedule analysis and optimization, equipment commissioning and verification test, operational and maintenance review, cost/benefit analysis, and general reporting to customer on the basis of technical and business competence. The role requires good knowledge of telecom infrastructure and process flow to collaborate with Operations and OT departments to propose and execute changes and improvements to the AMI Wide Area Network (WAN) and Neighborhood Area Network (NAN) and other complex metering networks. Planning and engineering of telecom infrastructure with an emphasis on resilient connectivity for Smart Metering and SCADA services is also required. The candidate will provide engineering functions/solutions to support telecom engineering for capital projects. Minimum 5 years of telecommunication and engineering experience is required. Bachelor’s degree in Mathematics, Engineering, or Computer Science with at least 5 years of experience preferred. PE preferred. Must be capable of obtaining NERC CIP security clearance. Proficiency with Microsoft Office 365 is required. Strong interpersonal skills and advanced knowledge of Information/Operations Technology design and implementation are required. Experience with Telecom WAN technologies, networking, routing, DHCP, VPN, network tools (SSH, traceroute, ping), network security, firewall concepts, radio networks, firmware updates, FCC regulations, Telco circuit providers, devices, and services is required or preferred as noted. Analytical, troubleshooting, and process improvement experience is required. Knowledge of Advanced Metering Infrastructure (AMI) and bucket truck experience below the power space are preferred. Good communication skills, ability to maintain multiple tasks, build cross-functional relationships, and proficiency in MS Office Suite and other business analytical tools are required. Knowledge of electric and/or gas utility operations and previous work experience in IT, operational telecom, network or systems engineering, or metering operations are preferred. A valid driver’s license with a safe driving history is required. Ability to prioritize work and be a team member on multiple projects at one time is required. Knowledge of safety policy and potential hazards of the electrical transmission network is required.
