Job Description - Contracts Manager (250003JE) Agency Overview The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. Position Summary The Fiscal Officer VI/Contracts Manager is responsible for managing a team of 6 staff performing a range of administrative processes directly related to contracting; including preparing and reviewing construction, design, house doctor, and energy-related contracts in accordance with all applicable state law and regulation; processing of all encumbrances; ensure timely and accurate processing of contracts to execution through all steps in the process; processing of Interdepartmental Service Agreements (ISAs) and reporting of fixed asset accounting to the Office of the Comptroller. This is a hybrid position which requires the ability to multitask and track an array of assignments in a fast-paced environment. Requires the ability to coordinate and communicate with a range of stakeholders, both within and outside of DCAMM. Duties and Responsibilities: Provide supervision for six (6) staff members who are involved in all contract processing. Explain contracting requirements to relevant DCAMM staff, Designers, and Contractors. Provide information to other state agencies relative to public construction laws and procedures. Manage agency Design and Construction contract preparation and execution. Direct approval of contracts by communicating with various state agencies, vendors, and our legal team prior to the start of the project. Review requests to commit funds to ensure that funds are properly utilized and that sufficient funds are available to process encumbrance transactions in MMARS. Coordinate with budget managers when issues arise. Oversee commitment/encumbrance approval process through completion in both Trimble (formerly eBuilder) and MMARS. Manage annual fixed asset accounting and reporting process, along with other financial projects. Manage ISA process including an annual review of expiring ISAs and extension of ISAs, as required. Develop and implement ways to respond to changing requirements and to improve overall unit production. Management and oversight of fixed asset reporting. Other duties as assigned. Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience. IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
